SENIOR TECHNICAL ADVISER (STA)
The Badan Rehabilitasi dan Rekonstruksi (BRR) (Agency for Rehabilitation and Reconstruction) of Aceh and Nias was established in May 2005 to oversee reconstruction in the regions affected by the tsunami and earthquake disasters in Aceh and Nias. The BRR needed substantial technical and operational support in order to effectively and accountably fulfill its mandate.
This project has been designed to provide BRR with technical support to achieve the following results:
- Enhanced technical capacity of the BRR to develop policies and programmes, to appraise proposals submitted by other organizations, and to monitor programme implementation;
- Enhanced operational capacity of the BRR to achieve its mandate in a timely, efficient and transparent manner;
- Enhanced transparency in decision making, and strengthened participation of CBOs, NGOs, the private sector, local government, donors and other stakeholders in planning, implementing and monitoring of reconstruction activities.
The budget total for this project is USD 14.7 million. The project is being funded through the Multi-Donor Trust Fund for Aceh and Nias (MDF).
Under the management of the Head of the Crisis Prevention and Recovery Unit, the Senior Adviser will provide overall supervision and coordination of the project in Banda Aceh and Nias, implemented in partnership with the BRR through technical advisers.
Impact of Results
The key results have an impact on the overall efficiency, and effectiveness of UNDP support to BRR and this has a direct impact on CO operations as it relates to the use of corporate resources in the following areas:
- Financial services
- Human Resources
- Procurement and logistical services
- ICT
Common Services and the implementation of the UN agenda on common services and joint procurement

Duties and Responsibilities
II. Functions / Key Results Expected
Programme Operations and Administration:
- Supervise technical assistance providers on a regular basis to review the progress of their projects against the agreed terms of reference/work plans. Furthermore, conduct performance evaluations of the technical assistance providers and provide them input on their work;
- Review reports from technical assistance providers and provide them continuous feedback on the implementation of projects and future programme plans;
- Work closely with the National Programme Director and his designated National Programme Manager on determining workplans and the programming of resources.
Strategic and Programmatic Oversight and Technical Assistance
- Liaise with the BRR and local authorities and, where applicable, civil society to identify programming and implementation priorities;
- Review annual work plans including potential project activities for funding and accordingly manage the allocation of annual programme budgets for each sector;
- Maintain close relationships with the Multi Donor Fund on progress and direction of the project;
Other tasks as required.

Required Skills and Experience
Education:
- Master’s degree in social and economic development, social sciences, or other relevant field, or acceptable combination of education and experience.
Experience:
- A minimum of 7 years relevant professional experience, with specialized experience in development programming in a post-crisis context focus.
- Experience with international organizations, particularly with UNDP.
- Experience in post-crisis reconstruction and development.
- Strong operational and monitoring & evaluation skills, the latter acquired in a development context.
- Strong analytical and communication skills.
- Proven ability to think strategically.
- Ability to work efficiently and independently under pressure, with strong delivery orientation.
- Ability to manage donor relations including reporting.
- Service orientation qualified by practical decision making and ability to make sense of competing priorities.
- Proven experience in capacity development of national government institutions.
- Experience in Indonesia and or Banda Aceh desireable.
Language Requirements:
- Fluent English excellent written communication skills, and strong experience writing reports.
- Some knowledge in Bahasa Indonesia would be a considerable advantage.
