I.Organizational Context

Under the guidance and direct supervision of Deputy Executive Director, the Public Relations and Resource Mobilization Manager reinforces the capacity of the Partnership to

  • develop and maintain effective communication messages pertaining the mandate and work of the organization through the use of media relations, advocacy and strategic print or electronic materials and;
  • develop and implement resource mobilization strategy through  effective donor mapping and elaboration of donor engagement to maximize the Partnership’s funding opportunities.

II.Functions / Key Results Expected

Summary of Key Functions:

  • Ensuring strategic direction of public relation and resource mobilization.
  • Communication management and supervision of unit team.
  • Resource mobilization and donor relationship.
  • Establishment of resource mobilization tool and system

1.Ensures effective formulation of communication strategy focusing on achievement of the following activities:

  • Build a relationship of trust with representatives of local and locally-based international print and electronic media. This will involve encouraging, organizing and facilitating their coverage of the Partnership-supported activities and events by providing them with regular supply of information, including background information on Partnership programming coverage; arranging interviews to publicly expose Partnership management as champion/driver of Governance Reform in Indonesia.
  • Design and development of communication strategy based on the programmatic planning and overall Partnership’s activities and transferring into annual work plan which is achievable and measurable.
    Development of measurement tool, criteria and monitoring on the progress of communication strategy implementation.

2.Ensure effective communication management and knowledge and information,dissemination on governance reform agenda and initiatives focusing on the achievement of the following results:

  • Visibility of the Partnership in any program activities delivered.
    Provide management oversight/direction in the functioning of the Partnership’s library, the development and maintenance of the content of Partnership intranet and internet, production of photos and or video needed to support and/or publicize Partnership’s work and institutional profile.
  • Network development with various media both local and international for easy access to source of publications.
    Draft, edit and arrange for production and distribution of printed information materials on Partnership ’s overall work, and on specific programmes or activities (e.g. press releases, media advisories, newsletters, brochures, booklets etc

3.Ensures establishment of resource mobilization tools and system focusing on the achievement of the following results:

  • Business process mapping and development of tool and system to enable effective resource mobilization/fund raising activities for a long-term basis.
  • Continuous improvement on reporting format, style and procedures to best address current needs on serving information to donors, government, communities and other relevant stakeholders.
  • Provision of senior secretariat “think-tank” support to the Deputy Executive Director and management to effectively lobby for support from UN Agencies, Government, civil society, multilateral and bilateral institutions.

III. Impact of Results

The key results have an impact on a) the institutional profile and visibility of the Partnership, the Partnership’s positioning as a key driver of Governance Reform in Indonesia, its of overall coordination capacity and b) articulation of a sound resource mobilization strategy for the Partnership to maximize its opportunity to secure medium to long term funding.

VI. Recruitment Qualifications

Education:

  • Masters or equivalent in communication, public relations, journalism or related field

Experience:

  • Minimum 8 years of work experience in public relations, advertising on other “messaging” environment, proven record in developing and articulating resource mobilization strategy.

Language Requirements:

  • Fluency in English
