OBJECTIVES OF THE PROGRAMME :
Primary objectives of WHO HIV/AIDS and Sexually Transmitted Infections (STI) Programme is to collaborate with Member countries in integrating AIDS control and prevention activities with STI programmes by providing and coordinating WHO support to country-based activities, developing and strengthening intervention strategies, developing educational materials and providing guidance on various issues related to AIDS and STI and establishing and extending prevention care and treatment services to the periphery.


Description of duties:

  • To provide technical and operational support to the Ministry of Health in coordination with the WR and Regional Office, ensuring technical relevance to, and implementation of, the Organization’s policies for the prevention and control of STI and HIV/AIDS in the country.
  • This support is considered vital for the successful implementation of national AIDS programme objectives and strategies and would include assistance in national plan development, prevention of HIV, provision of care and technical support on day to day basis.

Under the general supervision of the WR Indonesia, the incumbent acts as a focal point of WHO on STI/AIDS programme in the country:

1. Provides technical advice on and support to the STI/AIDS prevention and control activities in the country by:
designing, arranging and conducting STI/HIV Surveillance.
analysing surveillance data, preparing reports, contributing to global surveillance and trend assessment activities.
monitoring and evaluating the implementation of STI/AIDS prevention and control operations.
proposing action on improvement of existing STI/AIDS prevention care and treatment services and on extending these services to the periphery.
2. Assists in the planning and execution of all STI/AIDS related activities in the country. Thus, the incumbent will:
review and assess the technical and operational needs particularly related to the health needs of the country’s STI/AIDS Control Programme;
develop proposals for the strengthening of a national plan for STI/AIDS prevention and control;
identify and define objectives, priorities and draft plans of operations;
advise on assessing, developing and strengthening activities on STI/AIDS prevention and control in order to enhance its effectiveness and helping the country in identifying health workers at all levels for training and formulating training objectives and programmes and training materials to meet needs.
3. Consolidates and prepares relevant reports on progress, including preparing for and conduct of annual programme reviews and reprogramming of the plan for prevention and control of STI/AIDS.
4. Makes proposals for improving the monitoring and evaluation system of STI/AIDS programme in the country.
5. Advises and provides consultative service on STI/AIDS related matters to other WHO disease prevention and control programmes in the country.
6. Disseminates technical information on STI/AIDS and provide information on the latest advance in research on this area.
7. Identifies potential candidates for recruitment as consultants and plan and initiate recruitment.
8. Coordinates activities of STI/AIDS programme with health institutions and other UN agencies.
9. Other duties as required.

REQUIRED QUALIFICATIONS

Education:

  • Medical degree with post-graduate qualification in public health or related field or medical degree with degree/training in epidemiology.

Desirable: Degree/training in epidemiology of communicable diseases.
Skills:

  • Management experience and skills. Communication skills, including the ability to negotiate with national authorities and contacts.
  • The ability to draft reports succinctly and precisly.
  • Knowledge of epidemiological principles. Knowledge of epidemiological principles, public health management and administration related experience.

Desirable: Availability for frequent travel within the country.
Experience:

  • Extensive experience in planning, implementation, evaluation and coordination of multi-disciplinary public health programme and communicable disease control at the national/international level and at least 5 years experience in AIDS prevention and control, and STI programme.
  • Languages:
  • Excellent knowledge of English.
