Project Coordinator
in Calang-Aceh ProvinceÂ
Purpose
To address the immediate and medium term health and humanitarian situation to mitigate the risk of further suffering and death among the most affected population and begin re-establishing essential health services. Thismission will involve ongoing needs assessment, project development and set-up in addition to wider strategic planning related to this emergency response and Merlin’s medium term goalsin Indonesia
Core Responsibilities
- Provide overal coordination and support to all Merlin and Merlin partner teams in all
- tsunami affected areas in Aceh jaya district Develop new project development opportunities in line with Merlin’smission in Aceh in
- collaboaration with the operations Coordinator and with the approval of the Merlin
- Country Director Prepare project plans and budgets within framework of country plan, and submit
- monthly programme progress reports
- Overall responsibility for effective and efficient management of the field project
- consistent with the project management cycle. A good understanding of Merlin procedures, systems and guidelines. Reporting in line with the relevant donor contracts and compliance requirements. Ensure monitoring systems are in place and that project reviews/audits are carried out
- periodically in conjunction with the team, operations coordinator, country manager, local
- stakeholders and project partners. Monitor the evolving humanitarian situation in the project region and consider strategic
- and immediate responses
Security
- Ensure team security and safety in an area highly prone to natural disasters and badly
- affected by the December 2004 Tsunami disaster Proactively and constantly scans the socioeconomic political, military and security
- situation in the project areas. Provides essential information analysis and respond
- accordingly in close collaboration with the opsco/ Country director. Attend relevant
- meetings / forums and ensure CD and OpsCo are informed. Ensure security guidelines are implemented at all project locations. Amend and regularly updates the guidelinesfollowing consultationwith Operation Coordinator and Country Director.
Programme Development
- Ensure all relevant authorities are included in the planning and implementation of projects as appropriate
Logistics/Finance/Administration
- Ensure familiarity with donor compliance issues, ensuring all projects are compliant with
- these and Merlin procedures. Ensure appropriate administrative, financial and logistical Merlin systems/procedures
- are in place, manitained and adhered to so that all support functions are carried out
- effectively and efficiently. Ensure Merlin complies with all legal and bureaucratic requirements in country Ensure regular communications are maintained.
Human Resources Management
- To be responsible for safety and well-being of all team members Optimise, in conjunction with other team members, theuse of human, logistical and
- financial resources. Regulary reviews and effectively contribute to job descriptions development Takes active role in staff selection and person specifications. Plan national and international staff requirements and liase with OpsCo & HR
- department Maintain good inter-team communications, engender good team dynamics, and take
- suitable action when problems occur.
Representation
- Carry out representation with other NGOs, UN agencies, local and national government
- bodies, donors and other relevant parties When relevant and with the CD approval, represent Merlin to donors, authorities, NGOs
- and other parties as necessary. Ensure all relevant parties are kept informed of Merlin
- activities as appropriate (e.g. donors, health authorities etc.) Be the project’s contact with press and media, on assignment of the CD, and capable of
- givingmedia interviews Ensure all relevant parties are kept informed on Merlin activities as appropriate.
Person Specification
- Essential Fluent spoken and written English Previousfield experience essential, preferably in a co-ordination role An interest in public health related issues Proven problem solving and organisational skills, flexibility and calm under pressure Experience in finances or related issues An understanding and interest in logistics Good communicator including report and proposal writing skills Good teamworker; able to live and work closely with a small team under isolated
- circumstances Strong leadership skills and a supportive managementstyle
- Desirable First-hand knowledge of the area Experience in donor liasion
