IOM is looking for 2 (two) Medical Doctors according to the terms of reference below.

Job Title : Medical Doctor
Duty Station : Bireun and Aceh Utara, Nanggroe Aceh Darussalam, Indonesia
Classification : Employee, Grade 6
Estimate Starting Date : As soon as possible
Duration of Contract : 3 months with possible extension

General Functions:
The field based Medical Doctors are under the direct supervision of the Project Coordinator for
the Direct Health and Psychosocial Assistance Program and overall administrative
supervision of the Health Program Manager, In particular he/she will:
1. The Medical Doctor will coordinate, facilitate and provide basic management of physical,
mental and psychosocial conditions of vulnerable persons living in targeted conflict affected
communities in Bireun District. S/He will ensure that targeted beneficiaries of the project
are properly assessed and managed in accordance to services provided by the Migration
Health Department.
The health services provided by the Medical Unit are as follows:
a. Basic primary care services through outreach, consisting of out-patient consultations at
the Puskesmas in the five sub-districts, treatment and if needed, referral to appropriate
health facilities/health service provider.
b. Identification of mentally ill patients pre-screened by the village volunteers and
community mental health nurses’ (CMHN’s) and referring them to IOM consultant
psychiatrist for final medical management and referral.
c. Support for the referral and return of prioritized vulnerable beneficiaries from the 25
selected villages in Bireun for further treatment and follow-up
d. Community outreach to provide basic primary health care, mental and psychosocial
services to targeted conflict affected communities in the district
2. The Medical Doctor will be responsible for:
A. Admin-Logistics Task
1. Provide guidance and assistance to the Nurse in the management and procurement
of medical or office equipment and supplies; including coordination for logistical
support to the medical unit and management of project documents and medical
records. Confidentiality of the medical records must be maintained at all
times.
2. Provide monthly cash projections to the Project Coordinator based in Banda Aceh.
B. Health/Medical Assessment, Management, Referral and Community Outreach
1. Supervise, guide and when required, appraise the performance of the Puskesmas
Community Mental Health Nurse (CMHN)or relevant seconded health staff from the
DHO or local health facility in performing their task during the general health and

mental health assessment activities; medical consultation, treatment and referral
services; and community outreach activities;
3. Perform the required physical examination; determine and provide diagnosis for the
medical/health condition of the client; provide basic management and/or facilitate
proper referral of clients utilizing appropriate medical examination forms
4 Ensure proper documentation and data entry of medical findings and other
statistical records of health activities in accordance with the indicators of the project
5 Review the completed medical examination forms to ensure that the all information
and laboratory results are properly recorded. Confidentiality of the medical
records must be maintained at all times.
6. Organize and implement or participate in community outreach activities to
prioritized vulnerable communities in conflict-affected districts
7. Organised training activities for Community Mental Health Nurses, Medical Doctor -
General Practice and village volunteers in coordination with respective DHO.
C. Reporting and Coordination
1. Provide weekly statistical and narrative reports on the health activities of the
project to the Central Medical Unit in Banda Aceh
2. Assist the Project Coordinator and/or Health Program Manager in drafting donor
reports
3. Coordinate on behalf of the Medical Team; provide technical guidance on health
issues particularly on the post-conflict reintegration health activities/interventions to
field partners and the IOM ICRS team members
4. In consultation with the Project Coordinator and/or the Health Program Manager,
represent and participate in coordination, planning, informal meetings or
discussions in behalf of the post-conflict reintegration health programming
3. Perform any other duties that may be assigned by the Project Coordinator and/or the Health
Program Manager
Desirable Qualifications
Indonesian Nationality, registered Medical Doctor, University Degree on Medicine; General
Practise Plus training on mental and psychosocial health and/or community health an
advantage, minimum of three years clinical work experience. Eexperience in general
counseling, good coordination and networking skills are distinct advantages, demonstrated
good communication skills, personal commitment, efficiency and flexibility.
Good level of computer literacy, awareness of gender issues, ability to work effectively and
harmoniously in a team with colleagues from varied cultures and professional backgrounds,
willingness to travel and to work under difficult conditions, can read, speak and write English;
fluent in Acehnese and Bahasa language an advantage. Flexible and willing to work under
difficult working conditions with minimal supervision
