SENIOR TECHNICAL ADVISER (STA)

The Badan Rehabilitasi dan Rekonstruksi (BRR) (Agency for Rehabilitation and Reconstruction) of Aceh and Nias was established in May 2005 to oversee reconstruction in the regions affected by the tsunami and earthquake disasters in Aceh and Nias. The BRR needed substantial technical and operational support in order to effectively and accountably fulfill its mandate.

This project has been designed to provide BRR with technical support to achieve the following results:

• Enhanced technical capacity of the BRR to develop policies and programmes, to appraise proposals submitted by other organizations, and to monitor programme implementation;
• Enhanced operational capacity of the BRR to achieve its mandate in a timely, efficient and transparent manner;
• Enhanced transparency in decision making, and strengthened participation of CBOs, NGOs, the private sector, local government, donors and other stakeholders in planning, implementing and monitoring of reconstruction activities.

I.Organizational Context

Under the guidance and direct supervision of Deputy Executive Director, the Public Relations and Resource Mobilization Manager reinforces the capacity of the Partnership to

• develop and maintain effective communication messages pertaining the mandate and work of the organization through the use of media relations, advocacy and strategic print or electronic materials and;
• develop and implement resource mobilization strategy through  effective donor mapping and elaboration of donor engagement to maximize the Partnership’s funding opportunities.

Organizational Context

Under the overall guidance and direct supervision of National Project Director (NPD) of the Implementing Agency, i.e. Ministry of Home Affairs, the Project Manager assumes managerial responsibility for the project implementation.
The Project Manager will be responsible for regular reporting to the Programme Staff of UNDP while maintaining close communication over operational issues as well as strategic opportunities arising from the project implementation.
    
Internally, the Project Manager leads the Project Management Unit (PMU) at the Implementing Agency in close collaboration with Programme Staff at UNDP.  Externally, s/he represents the Implementing Agency and UNDP in the project implementation and management.
