General Functions:
Under the general guidance of the IOM Chief of Mission and Program manager and the direct
supervision and management of Aceh Project Manager, the incumbent will provide technical
assistance to the “Strengthening the Indonesian National Police Force through Institution building,
Phase II” project in Aceh. In particular, she will::
1. Provide guidance and expert inputs to the project team and the Indonesian National
Police (INP) Polda NAD regarding International Human Rights values, Gender
perspective and in-particular closely observe the Islamic Law (Shari’a) issues in the
context of a civil law enforcement organization.
2. Provide necessary technical management inputs and analysis to the improvement of the
Aceh police reform efforts and consequently to the effective Polda NAD blueprint for
reform developed by Partnership for Governance Reform.
3. Responsible for ensuring that cross-cutting issues, in particular gender issues are taken
into account and incorporated in all project outputs and project activities.
4. Undertake periodic monitoring/assessment of project activities (four components) and
recommend appropriate interventions for improved project implementations regards
gender and human rights issues.
5. Review and evaluate all project outputs (training modules, resource materials, lesson
learned, etc) and ensure that they reflect the national and local situation context (such as
the LoGA, Gender, Shari’a, post-conflict).
6. Review, evaluate, and provide inputs to facilitate the implementation of a human rights
culture into the INP and local communities, and in particular the challenges and
difficulties which the project anticipates that are inherent in the LoGA, the concept of the
dual legal system, part Islamic and part national (secular) and the uncertainty where the
dividing line lies.

7. Coordinate with the Project Management Team (Chief of Mission, Program Manager,
Project Manager, and international and national consultants) and provide necessary
technical assistance to implementing partners, key-stakeholders (INP Headquarter, Aceh
Police Headquarter, Partnership for Governance Reform, international, national and local
NGOs, CSOs).
8. Assist Program Manager and Project Manager in preparing project progress and
completion reports as required by the donor, IOM and key-stakeholders.
9. Assist in the assessment of the INP needs and capacities and draw on the assessment
results to be incorporated to the development and improvement of the Police project.
10. Train trainers as master trainers, as well as supervise and mentor the trained trainers
during field level training,
11. Produce a detailed report on the effective implementation of international human rights
standards in a Shari’a law environment.
12. Perform other duties as may be assigned.

General Functions:
The Project Assistant will be under the direct supervision of the Program Manager (PM) and will support the
PM and Project Coordinators based in the district health program offices, the inclement will be responsible
for the following functions:
1) Administrative Assistance. Assist the project manager in managing, supervising and monitoring project
implementation. Tasks include:
- Preparing and updating the budget monitoring and financial report
- Assist PM in monitoring the activity budget request from field staff is appropriate with the project
activity.
- Providing administrative assistance as required including travel arrangements, security
clearance, meeting/workshop arrangements, filing, photocopying, etc
- Organize the filing system of the programs and monitor program inventories, supplies and
training materials Collect and provide necessary information and contribute to the planning,
organizing and developing of all aspects of the project.
- Set up appointments/ meetings for the PM and project staff with government and partner
organizations.
- Written and Oral translation services as required by the Project manager
- Interlocutor services while in the field
2) Internal Team Coordination
- Assist the PM and project team in coordination, including arranging meetings and ensuring
regular communication with the project management team.
3) Public Information
− Work in close coordination with the PM, and team to develop communication materials to
disseminate information on the project
4) The Project Assistant may be called upon to perform any other duties as required.

Desirable Qualification:
University degree in social sciences or related fields, minimum 3 years of experience as project
assistant/officer or higher for international organizations or national NGOs involved in community
development/ human rights/ etc, excellent administrative organizational, communication and
presentational skills, enthusiasm, personal commitment, efficiency, flexibility, ability to work effectively
and harmoniously with colleagues from different cultures and professional backgrounds, good computer
skills, willing to travel throughout the region, fluent English, Indonesian and Acehness language.

Position Title : Community Facilitator I

General Functions:
Under the direct supervision of the Project manager and the overall supervision of the Head of
Office Aceh Recovery and Rehabilitation, the Community Facilitator I will provide technical
support in the conduct and implementation of project activities. In particular, he/she will:
1. Organize and facilitate community meetings, including separate meetings for women as
necessary
2. Conduct KAP and impact assessment surveys and input collected data
3. Work with communities and IOM engineer to identify temporary and permanent water
supply needs
4. Support the establishment, and build capacity of, Village Water and Sanitation
Committees VWSC
5. Identify and provide relevant training and support to village health kaders
6. Develop training materials.
7. Either directly, or in support of the VWSC, secure and monitor community contributions
8. Provide regular reports to the relevant Area Coordinator
9. Implementation of PHAST and hygiene promotion activities and distribution of IEC
materials
10. Submit progress reports to Unit Head and Field Coordinator on the community aspects in
the districts on a weekly basis.
11. Perform other duties as may be assigned

Desirable qualifications:
Diploma in Community Development or Sociology or alternatively, a university degree in theses
fields will be highly regarded, or alternatively, a combination of experience and training in these
fields.
At least three to five years experience in community-related organizing and consultation
activities/exercises for development and empowerment purposes.
Strong communication skills in articulating the programme emphasis of IOM to government and
international stakeholders as well as target beneficiaries.
Excellent time management skills. Excellent interpersonal and team skills. Ability to travel at short
notice for periods up to two weeks. Computer literate
Working knowledge of English is an advantage – which will be considered when the above
qualifications are met.
