OBJECTIVES OF THE PROGRAMME :
To support national health development initiatives in project formulation and management, development of detailed plans of action, monitoring and evaluation plans, to eradicate vaccine preventable childhood diseases; to establish sustainable systems of immunization and surveillance as an important tool of disease control initiatives; and to promote regional and country self-reliance in vaccine quality control and production.
Description of duties:
Provides managerial and administrative services to Immunization and Vaccine Development (IVD) Office, State Medical Officers and Polio Laboratory Network, as required, for planning and maintaining adequate financial and human resources for the programme operations, evaluates managerial aspects of programme implementation to promote capacity building. Works out estimated resource requirements and budget for the ongoing activities for the biennium and coordinates with the donor community for resource mobilization. Ensures compliance with WHO financial rules and regulations. Evaluates training need for staff and devises a practical mechanism for Local Cost Subsidies (LCS) at country level to monitor use of funds provided to the Governmental agencies for various IVD activities. Maintains cordial relations with other UN agencies and the donor community at the country level.
Under the general supervision of the WR and overall technical supervision/guidance by MO-EPI, the incumbent provides technical support, leads, monitors, and supervises WHO/IVD programme at the country level to extend fully operational, administrative and programmatic support in the following broad areas:
1. Estimated Resource Requirement and Budget
Prepares and continually updates the short and long term Estimated Resource Requirements (ERRs) for the IVD country programme; and keeps track of donors contributions and possible resource shortfalls by explaining technical/programme strategies, using historical data and standard budgeting norms.
