Background
Programmatic and Organizational Context
UNDP is assisting the Government of Indonesia in implementing a Decentralization Programme that aims at facilitating the local and provincial governments in implementing decentralized governance. The Programme has currently three ongoing projects and the Program Strategy is being formulated to take into account the broad landscape of decentralization in Indonesia, articulates specific roles that UNDP envisions to play and support that UNDP intends to provide, clarifies particular areas to focus, spells out clear strategies in implementing the Program, and identifies potential projects to be developed under the Program, and includes adequate plan for implementing the Program (timeframe, human and financial resources, potential partners, etc.).
Impact of Results
The key results have an impact on the success of country program within the decentralization area of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, cration of strategic partnership as well as reaching resource mobilization targets.
Impact of Results
UNESCO in partnership with UNICEF, through a grant from NZAID (New Zealand Agency for International Development), is supporting Indonesia’s Ministry of National Education (MoNE) implement the Creating Learning Communities for Children (CLCC) Program to help MoNE improve the quality of primary schooling. Organizational Context
Under the overall guidance and direct supervision of National Project Director (NPD) of the Implementing Agency, i.e. Ministry of Home Affairs, the Project Manager assumes managerial responsibility for the project implementation.
The Project Manager will be responsible for regular reporting to the Programme Staff of UNDP while maintaining close communication over operational issues as well as strategic opportunities arising from the project implementation.
Internally, the Project Manager leads the Project Management Unit (PMU) at the Implementing Agency in close collaboration with Programme Staff at UNDP. Externally, s/he represents the Implementing Agency and UNDP in the project implementation and management.
