Job Vacancy as National Consultant Aquaculture Specialist at Food and Agriculture Organization of the United Nations (FAO)
Posted on 10-Jan-2008 | Filed Under Agriculture, Agroindustry, agronomy Under the overall supervision of the Chief, TCEO, the general supervision of the FAO Representative for Indonesia and the overall operational supervision of the Emergency and Rehabilitation Coordinator, the technical supervision of the FAO Chief Technical Officer for Fisheries / Project Manager in Indonesia and in close cooperation with other Deputy Project Manager, the FAO international and national consultants in the Rehabilitation Support and Coordination Unit in Indonesia, government counterpart officials, national and provincial authorities and in coordination with other international and national actors, and the direct technical supervision of the FAO International Aquaculture Consultant, the National Consultant Aquaculture Specialist will
1. Carry out duties as required/identified by the FAO International consultant Aquaculture Specialist and under the guidance of FAO-Emergency and Rehabilitation Unit Coordinator;
Specifically, the Consultant will take the following tasks and responsibility to:
- Provide technical assistance to Tablolong government staff to ensure sustainable aquaculture production;
- Improve the systems and equipment of the Tablolong Aquaculture Centre to provide services to fishing communities;
- Strengthen the capacity of the Tablolong Aquaculture Centre to provide extension support to communities; and
- Provide material to communities to complete first cycle of cage grouper production.
2. Maintain regular liaison with Cage Aquaculture farmer groups for a better management of cage aquaculture;
3. Assist in finalizing, translating and publishing the FAO manual on better management practices for sustainable aquaculture in Kupang district;
4. Translate the technical and non-technical documents, on aquaculture activities used in the project for training and other purposes from English to Bahasa Indonesia and vice versa;
5. Manage contractors undertaking in the rehabilitation and construction of Cage Aquaculture for fishers groups along the Bay of Kupang;
6. Prepare annual work plans, and monthly activities plans and associated budgets for submission to the International Project Manager and his Deputy as required;
7. Undertake monitoring and evaluation activities as detailed in work plans, and requested by the International Project Manager and the monitoring and evaluation project plan; and
8. Perform any other related duties as required.
Qualifications and Experience
a. Essential:
- Relevant university qualification in aquaculture or a related discipline;
- A minimum of five years of field experience in aquaculture with significant experience and expertise in fish farming in Indonesia and particularly in NTT;
- Extensive knowledge of Better Management Practices (BMP) for mitigating environmental and ecological impacts;
- Prior work experience working with small scale fishers, local managers and government especially in NTT province;
- Experience in aquaculture management and development:
- Experience in liaising and coordinating with various stakeholder groups;
- Excellent working knowledge of English and Bahasa Indonesian;
- Ability to communicate clearly and concisely;
- Ability to work productively and maintain effective working relationships with people of different nationality and cultural backgrounds; and
- Ability to work to deadlines.
b. Desirable:
- Experience in mentoring or capacity building of stakeholders or colleagues;
- Knowledge of post harvest fish, and seafish seed production, and other aspects;
- Knowledge on computer operation (MS Office); and
- Experience with UN Working System.
Duration:
until December 2008 subject to an initial 3 month probationary period.
Salary scale:
IDR. 6 000 000 - 8 000 000
Duty Station:
Kupang, East Nusa Tenggara with in-country travel as required.
Reporting:
Submit monthly progress report as required on activities undertaken, results achieved against targets, plans for follow-up action to FAO International Aquaculture Specialist and a copy of the same to FAO Emergency and Rehabilitation Coordinator.
