Monthly per diem of USD400 + social benefits + housing in the field International and local transportation for work purposes

Project description

1. Project goal :

To strengthen livelihood activities in the communities of the Meulingge Bay in order to give the beneficiaries the ability to recover their past economic capacity providing support on all economical activities that have been affected by the Tsunami.

2. Project objectives :

1. To help the communities to become auto sufficient in terms of food security and allow the benefits of their activities to be re-injected in the local economy.

2. To facilitate the trading exchanges between the targeted communities and with Banda Aceh through transportation facilities and infrastructures.

To strengthen the position of women within the communities by restoring their position in the local economical and cultural structure.

3. Main activities :

- Agriculture: rehabilitation of the rice fields and restarting of rice agriculture.
- Water: rehabilitation of the water supply system destroyed by the Tsunami; extension of the water system supply for the gardens and animal husbandry activities.
- Animal Husbandry: distribution of animals (with follow up and vaccination) dedicated to cattle; enclosure for animal?s night shelter if needed.
- Fishery: building of fishing boats adapted to fishermen? needs (and provision of fishing gears and safety equipments); building of fishery infrastructures adapted to communities? needs.
- Transport: rehabilitation of the road between Rinon and Meulingge; building of transportation boats.
- Coastal infrastructures: building required coastal infrastructures for the transportation boat (jetty).
PKK: building of PKK meeting infrastructures & PKK storage rooms.

4. Key partners :

American Red Cross, BRR, Dinas Pertanian, Dinas Perternakan, Departemen Kelautan Dan Perikanan Jakarta and Aceh Besar, FAO, WWF.

5. Project timeframe :

01/08/07 to 30/11/08 (16 months)

Job description

1. Objectives :

- To conduct an evaluation of the agricultural activities
- To issue Recommendations/Lessons Learnt from the evaluation

2. Details: Paddy Fields Rehabilitation Evaluation

- To evaluate the Cleaning Methodology: use of Heavy Machinery to remove the sand and debris brought by the tsunami in December 2004.
- To evaluate the Compaction Mitigation Efforts, according to the environment/field and project?s constraints
- To evaluate the Sea Protection Embankment efficiency
- To evaluate the Fertilizing Methods: amount and types (organic manures and/or chemical fertilizers)
- To evaluate the drainages network
- To evaluate the irrigation network (only one village)
- To evaluate the choices of the seeds? variety, according to the environmental conditions and the needs of the community
- To evaluate the community approach and the community involvement in the paddy field rehabilitation
- To evaluate the farmers? training pertinence

For each point, the consultant will issue some Lessons Learnt from the activity. If Triangle GH team is still in the decision-making process for some points, the consultant will then issue Recommendations according to his expertise/analysis.

3. Timing

The Evaluation will be done in 2 times: 1 month during the project (between March and May 2008) and 1 month at the end of the project (December 2008); and will be written in English.

Required skills and personal features

- Engineering Degree of Agronomist required
- Fluent in writing and spoken English required
- Knowledge on rice fields and compaction issues is essential
- Field knowledge on fertilizers, and rice field cultivation in a post tsunami context (land affected by debris, salt and sedimentation?) is highly appreciated
- Knowledge in irrigation is appreciated
- Knowledge in Hydraulics will be a plus
- Strong capacity of analysis
- Good IT skills, proficient in Word, Excel
- Autonomous worker,
- Have the ability to work under pressure and tight deadline
- Good interpersonal skill
- Open minded, dynamic, motivated, flexible
- Minimum 3 years of professional experience in a Field position in Agriculture Project
- Experience in rice crops cultivation issues required
- Experience in rice cultivation in Indonesia is highly appreciated
- Experience in rice fields rehabilitation is highly appreciated
